We’d noticed an increasing number of people emailing on a large-scale bucket test (a product change tested on just a percentage of total users) that Google has been conducting for months - adding a Digg-like voting feature to search results (which also changes the ranking) as well as user comments.
Tonight, Google apparently said “what the hell” and turned it on for everyone.
The changes are called SearchWiki, and are a dramatic departure from Google’s streamlined, algorithm-rules approach to search. It takes features from Digg to allow users to vote site results up or down, as well as features from Wikia Search to allow users to add comments, move search results, etc. The result are customized results that appear every time you do that search in the future (assuming you are logged in).
this is a big change! anyone else noticed it?

I have never noticed this but this should only be for individual search results. I don't think ranking way up or way down can affect global rankings. BTW comments feature is not good....it will be easy to spoil other's reputation in search results. BTW this feature is unwanted and may not be liked. There should be a option to disable this feature too while performing searches. And I hope Rankings don't get affected if at all this feature is introduced.

haven't heard about it but i think there's some good and bad effects that it will bring. The good is that, true users and searchers can now put down all of those sites that are ranking up without real meat in the sites. but i don't know if there's anyone who will really do it. Especially that those who rely on google for search are mostly not techie so they will not know that they can do it. The bad site, I can now put down any sites I don't like even it is good and it goes the same to anybody else.

@ navjot : Yes. It affects only your results, not global results. I think its only visible if you are logged into your google account.
