(a) Publish a 200 word review of our site www.designer-india.com in your blog and get backlink from a PR5 page http://designer-india.com/clientstestimonials
(b) Pay $5 to our PayPal id: sales@designer-india.com to get a backlink to your site from our PR5 page.

This is just so bad. Getting good testimonials in lure of a backlink promise is cheating. I would highly recommend people not to deal with such web developers. Strange is the fact that only this Page is PR5 and rest of the pages does not have any PR. Seems some bad SEO Techniques were applied to get this.

Singh ji, if u don't like the offer, don't deal. Those who are interested will deal. No one is forcing you to deal with our unique offer.

I said that because its impossible for a website having 0 backlinks to get a PR 5 and that too on a subpage. Moreover, your website is owned by Pinaki Gosh - a member of this forum earlier.....so using duplicate account?

That isn't correct. Designer India is not owned by the person named by you. It is owned by me, Soumitra Chakraborty. His company is a completely different organization but operating from the same office building. Several IT companies operate from this office complex, which is well known. He had referred me to Bloggingtips. ;)

That's because your website's domain is owned by him atleast..Check your whois. And seems you will lose your PR Soon because of 0 backlinks on Google.

Sorry to interfere here; Soumitra is my friend and our organizations help each other in some ways. He has launched his business inspired by my organization & I am sure he will see success.
Regarding his PR5 page, I agree with Navjyot that it may be a wonder of Google which cannot be explained by my knowledge of SEO.

But if a person wants to sell links on Testimonials page...what business ethics are these? Success is not made through Shortcuts Pinaki.
