No it depends. If you are a well experienced blogger with thousands of traffic Google adsense is not the best way for making money. Best way is affiliate marketing. But you have to have a huge active crowd to do that. If it is a new blog with limited number of visitors per day, yes google adsense is the best method to make money...Happy Blogging..!!

If your account is blocked, then applying for another account is just against their policies. Google block accounts for some reason. So setting up a new one would mean they will perhaps block that one as well.
