It seems they don't care about the PR or Traffic, they first look at the design. And if the design is good then they don't check the traffic and PR. This is mentioned in their terms on publisher sign up page. But whatsoever, once you get in to them it is a very good place for monetizing website. So yeah BSA is great. TLA only accepted one of my sites once it got a PR 4, but later it dropped to 0 during Google's famous webmaster slap late last year.
